Yes on PC you can use the console to marry her you are right. I had to kill my current wife though!

I have no problem marrying her. Complete the Mara questline to get the correct Amulet of Mara. Open the console, target Karita, and type: addtofaction 19809 1

Then type: setrelationshiprank player 4

Talk to her and get marriage option.
